The word "again" puzzles me. Either Hosea married a second wife, or I tend to believe, Chapter 3 is Hebrew Parallelism which is a retelling of the same story again (like the two creation accounts in Genesis).

The Lord convicts Hosea to redeem his wife and love the adulteress as he "loves the children of Israel, though they turn to other gods and love cakes of raisins." God shares that the children of Israel will dwell for many days but foreshadows that later they will fear him.
