God is just clearing letting them know exactly how He want the Sanctuary. He is God of order and He gives the various sizes of the curtain and the specific color. This is how my God is precise.
God provided Moses with prior instructions on how the altar was to be built when they met on the mountain.
V 8 ...... It is to be made just as you were shown on the mountain.
