Here it is evident that God speaks to children whose heart has been made ready by God's grace nd made available by their parents for God's own use.
Bcos as it is written in the passage vs 7 , we see that Samuel has not yet really know God despite living in the place where God dwells since he stopped sulking breast.


V 21 The Lord continued to appear at Shiloh, and there he revealed himself to Samuel through his word.
Confirmation that the Lord reveals Himself to us thru His Word.
